Following the Supreme Court’s nullification of the National Lottery Act 2005 and the confirmation of the jurisdiction of each state to regulate gaming operations within their states, the Enugu State Gaming and Lotto Commission (ESGC) recently lifted restrictions on gaming license renewals and announced some reforms to strengthen and modernise the gaming sector within the state. Key highlights from ESGC’s reform initiatives include:
- Launch of the Enugu State Gaming Regulatory Platform (ESGRP): The ESGRP is a digital platform for seamless license approvals, renewals, and compliance monitoring.
- Decentralised Compliance & Oversight: This entails the establishment of gaming offices across all 17 local government areas of the state and the deployment of gaming inspectors in each of the offices to enhance regulatory compliance and enforcement.
- Structural & Operational Reforms: The ESGC plans to enforce the use of permanent structures for gaming outlets and the introduction of official gaming approval signages.
- New Industry Initiatives: The ESGC announced some other initiatives aimed at driving industry growth and economic development within the state. The initiatives include the Rangers FC Dream Big Raffle, a state-sponsored raffle draw, in collaboration with Rangers International Football Club. It also announced its good cause projects typically aimed at applying gaming revenues to education, healthcare, and other vital areas within the state.
With these reforms, the ESGC aims to strengthen compliance, increase regulatory efficiency, and support gaming operators in adapting to the evolving legal landscape.
