Recently, the Federal Government of Nigeria, through the instrumentality of the Federal Ministry of Communications, Innovation, and Digital Economy, and the National Information Technology Development Agency (NITDA), introduced a suite of five interconnected cloud and digital infrastructure instruments driven by two key objectives: responding to the growing global demand for cloud computing and strengthening Nigeria’s data sovereignty.

The five instruments are: (a) the National Digital Cloud Policy 2026; (b) the National Cloud Computing Guideline 2026 (NCCG); (c) the National Cloud Technical Guideline 2026 (NCTG); (d) the National Digital Infrastructure Assurance Framework 2026 (NDIAF); and (e) the National Cloud Investment Strategy 2026 (together, the “Cloud Framework”).

Scoped with a two-year (24 months, starting from the publication month  implementation roadmap, the Cloud Framework establishes mandatory technical standards, financial requirements, certification metrics, ongoing compliance obligations, investor facilitation/incentives mechanisms, among others. In this piece, we map out the regulatory architecture, identify some of the key obligations, and highlight the strategic implications, impacted entities need to be aware of.
